serial plate after cleanup. wet sanded with 400-2500 grit sandpaper, damp shop towel + barkeeper's friend, q-tips, glass cleaner, and felt dremel polishing disks and cones.

this is about as good as it gets: near mirror finish after q-tip application and cleaning using barkeeper's friend, zep orange, and a final pass with a drop of naphtha (lighter fluid) and a polishing wheel.
